The "being poor" part was probably just a joke. My guess is he forgot to pay the bill and since it's weekend (plus all the turmoil that is going on in Ukraine right now) the money transfer didn't go through. So he ended up with no internet for some hours, probably until tomorrow morning, or until monday.
